Michael Schmidt – incumbent – and Kristina Weyh (Grüne) live in Leipzig and are candidates for City Council in Circuit 5, Leipzig Southwest. This interview with them is part of our series on the City Council and European Parliament elections of 26 May 2019. We invited all Leipzig candidates of all major parties (CDU, SPD, Grüne, Die Linke, FDP and AfD) to answer the questions below. Our aim is for our audience to get to meet the candidates and know their political stances better. All questions and answers are provided in German and English. Wenn man über lokale oder regionale Politik redet, schlafen viele Zuhörer ein… Lokale oder regionale Politik bzw. Wahlkämpfe sind für manche nicht so wichtig oder „sexy“ wie nationale Politik und Bundestagswahlen. Warum sollten sich Menschen für Politik auf lokaler oder regionaler Ebene interessieren? Warum ist diese Ebene der Politik Ihrer Meinung nach wichtig?
When one talks about local or regional politics, many listeners fall asleep… local or regional politics or election campaigns are for some not as important or “sexy” as national politics and federal elections. Why should people be interested in local or regional politics? Why do you consider this level of politics to be important?
Schmidt: Kommunalpolitik ist die Politik, die am erlebbarsten ist. Wir Lokalpolitiker beeinflussen direkt das Leben in unserer Stadt. So ist der Stadtrat dafür zuständig, wieviel Geld für Kultur, Sportvereine, Kitas, Schulen, Bäume, Radwege, Schwimmhallen oder auch die Sanierung von Straßen zur Verfügung gestellt wird. Wir beeinflussen direkt, wie wir künftig in der Stadt leben und diese gestalten wollen, wie wir den Verkehr organisieren und unter welchen Bedingungen unsere Kinder aufwachsen sollen.
Die Landes- und Bundespolitik gibt dafür im Gesetzgebungsverfahren den Rahmen vor, die praktische politische Arbeit hingegen findet auf kommunaler Ebene statt. Deshalb merkt jeder, der sich dann doch mal näher damit befasst und vor allem sich beteiligen möchte, dass Kommunalpolitik nicht so unsexy ist, wie man denkt – im Gegenteil! Hier in der Kommunalpolitik findet erlebbare Bürgerbeteiligung statt!
Municipal politics is the politics that can be most experienced. We local politicians directly influence life in our city. For example, the City Council is responsible for how much money is made available for culture, sports clubs, daycare centers, schools, trees, bike paths, swimming pools, or the renovation of roads. We directly influence how we want to live in the city in the future and how we want to shape it, how we organize traffic and under which conditions our children should grow up.
State and federal politics set the framework for this in the legislative process, but practical political work takes place at the municipal level. That’s why everyone who takes a closer look at this and, above all, wants to participate will notice that local politics isn’t as unsexy as one might think – on the contrary! Here in municipal politics, tangible civic participation takes place!
Weyh: Lokale und regionale Politik betreffen alle Menschen direkt in ihrem Alltag. Kommunale Politik findet direkt vor der Haustür statt, wird meist stark wahrgenommen und ist deshalb besonders wichtig. Der kommunale Wahlkampf ist für mich deshalb interessant und lebhaft, weil ich mit den Menschen über Themen der Nachbarschaft wie Grünflächen, öffentlicher Raum oder soziale Infrastruktur ins Gespräch komme. Dies bestimmt meine politische Arbeit vor Ort. Zudem bietet sich im Kommunalwahlkampf die Möglichkeit zum Austausch über GRÜNE Ideen für den Südwesten und die gesamte Stadt.
Local and regional politics concern all people directly in their everyday lives. Municipal politics takes place right on the doorstep, usually is closely watched, and therefore particularly important. The municipal election campaign is interesting and lively for me because I talk with people about neighborhood issues such as green and public spaces or social infrastructure. This determines my political work on the ground. In addition, the municipal election campaign offers the opportunity to exchange GREEN ideas for the Southwest and the entire city.

Für viele junge Menschen ist Leipzig ein attraktiver Ort, um zu studieren oder um eine Ausbildung zu machen. Viele von ihnen finden danach aber keinen passenden Arbeitsplatz und müssen in andere Städte wie Berlin, München oder Hamburg ziehen. Das Bizarre dabei ist, dass Sachsen und Leipzig viel Geld ausgeben, um Arbeitskräfte auszubilden, die dann aber gar nicht in Sachsen, sondern in anderen Bundesländern arbeiten. Was kann man auf der Ebene der lokalen oder regionalen Politik machen, damit in Leipzig ausgebildete junge Leute hier eine langfristige Perspektive haben?
For many young people, Leipzig is an attractive place to study or do vocational training. However, many of them can’t find a suitable job afterwards and have to move to other cities such as Berlin, Munich or Hamburg. The bizarre thing is that Saxony and Leipzig spend a lot of money on training people who then work not in Saxony, but in other German regions. What can you do at the level of local or regional politics to give young people trained in Leipzig long-term prospects here?
Schmidt: Wir müssen eine grundlegend andere Wirtschaftsförderung betreiben. Viel zu lange wurde der Leipziger Standortvorteil dahingehend gelobpreist, dass hier vor allem günstige Löhne gezahlt werden können. Leipzig hat sich als Zentrum der Logistik- und Dienstleistungsbranche hervorgetan. Auch die Automobilindustrie nutzt Leipzig mehr als verlängerte Werkbank, die hohen Lohnkosten in der Entwicklung und im Management werden hingegen in den Zentralen an anderen Standorten geleistet.
Aus diesem Grund hat sich auch der Niedriglohnsektor so immens entwickelt und fällt uns spätestens bei den Sozialkosten auf die Füße. Teilzeitbeschäftigte bekommen aufstockend Hartz IV. Kitaplätze, Mieten oder Fahrten mit dem ÖPNV werden bezuschusst, weil sich viele Menschen diese Kosten aus eigener Tasche nicht leisten können. Jetzt sind die Industrieflächen immer knapper geworden und der städtische Spielraum umso kleiner. Insofern wird es höchste Zeit, dass sich die Stadt von diesen Branchen unabhängiger macht und eine andere Ansiedlungsstrategie für die verbliebenen Gewerbeflächen verfolgt.
We need to do a fundamentally different economic development. For far too long, the advantage of Leipzig as a business location has been praised in a way that, above all, cheap wages can be paid here. Leipzig has distinguished itself as a center of the logistics and service sector. The car industry also uses Leipzig rather as an extended workbench, while high wages in development and management are paid in the headquarters at other locations.
For this reason, the low-wage sector has developed so immensely and backfires at the latest when it comes to social costs. Part-time employees receive supplementary Hartz IV. Daycare places, rents or trips with public transport are subsidized because many people can’t afford these costs out of their own pockets. Now the industrial areas have become increasingly scarce and the City’s room for maneuver all the smaller. Thus, it’s high time for the City to make itself more independent from those sectors and to pursue a different settlement strategy for the remaining commercial areas.
Weyh: In der Stadtpolitik setzen wir GRÜNEN uns dafür ein, dass StartUps gute Bedingungen vorfinden und in Leipzig junge Unternehmen gegründet werden. Innovative Bereiche wie grüne Technologie, Kreativwirtschaft, soziale und gemeinwirtschaftliche Unternehmen oder kulturelle Arbeit möchte ich dabei besonders stärken. Leipzig bietet Chancen und Perspektiven für junge Menschen, die klar gefördert und ausgebaut werden müssen. Im Zuge des Wachstums der Stadt sind bereits viele Arbeitsplätze entstanden. Die Bevölkerungszahl steigt, und die Arbeitslosenzahl ist deutlich gesunken. Diese positive Entwicklung muss das Amt für Wirtschaft der Stadt Leipzig aktiver begleiten und unterstützen.
In urban policy, we GREENS are committed to ensuring that startups find good conditions and young companies are founded in Leipzig. In particular, I’d like to strengthen innovative areas such as green technology, creative economy, social and cooperative enterprises, or cultural work. For young people, Leipzig offers opportunities and perspectives that need to be clearly promoted and expanded. In the course of the city’s growth, many jobs have already emerged. The number of inhabitants is rising, and the number of unemployed people has fallen significantly. Leipzig’s Economic Office must accompany and support this positive development more actively.

Für viele junge Familien ist es schwierig, in Leipzig zu bleiben, weil es relativ wenige Kitas gibt und die Mietpreise jedes Jahr steigen. Wie sollten diese Probleme Ihrer Meinung nach gelöst werden?
For many young families, it’s difficult to stay in Leipzig because there are relatively few day-care centers, and rental prices rise every year. How do you think these problems should be solved?
Schmidt: Ehrlicherweise gibt es in Leipzig im Vergleich zu anderen Kommunen wahnsinnig viele Kitas. Natürlich nützt dies aber nicht denjenigen, die nach wie vor auf einen freien Kitaplatz warten. Das städtische Bevölkerungswachstum der vergangenen Jahre hat einen sehr großen Bedarf zusätzlicher Kitaplätze nach sich gezogen, der trotz zahlreicher Neubauten aktuell immer noch nicht gedeckt werden kann. Hier müssen wir die Versäumnisse vergangener Jahre schnellstmöglich aufholen. Die Attraktivität der Stadt hat aber auch zu einer großen Nachfrage an Wohnungen geführt, die letztlich zu einem Anstieg der Mieten führt.
Hier müssen wir neben dem Bau neuen Wohnraums auch die zur Verfügung stehenden wohnungspolitischen Instrumente konsequent nutzen, um auch in Zukunft allen Menschen bezahlbaren Wohnraum in Leipzig gewährleisten zu können. Die von uns Grünen reduzierte Kappungsgrenze bei Mietpreissteigerungen und das Kommunale Wohnungsbauprogramm für Familien sind dabei zwei von mehreren Maßnahmen.
Honestly, there’s a hell of a lot of daycare centers in Leipzig compared to other municipalities. However, this of course doesn’t help those who are still waiting for a free place. The urban population growth of recent years has entailed a very high need for additional daycare places, which currently can’t yet be met despite numerous newly built facilities. Here, we must make up for the omissions of past years as quickly as possible. But the city’s attractiveness has also led to a high demand for apartments, which ultimately leads to a rise in rent.
In addition to building new housing space, we here must also make consistent use of the housing policy instruments available in order to be able to guarantee affordable housing space for all people in Leipzig also in the future. The maximum of rent increases, reduced by us Greens, and the Municipal Housing Program for Families are two of several measures.
Weyh: Die Stadt Leipzig arbeitet am Ausbau der Kitaplätze. Politisch kann ich dies nur unterstützen und begleiten und wenn nötig auf schnellstmögliche Umsetzung drängen, damit das Angebot an Kitaplätzen mit dem Wachstum der Stadt Schritt hält.
Im Bereich steigende Mietpreise setzen wir GRÜNE uns dafür ein, dass die Stadt Leipzig die gesetzlich zur Verfügung stehenden Mittel wie Milieuschutzsatzung, Mietpreisbindung oder sozialen Wohnungsbau schnell und konsequent umsetzt.
The City of Leipzig is working on the expansion of daycare places. Politically, I can only support and accompany this and, when necessary, urge for the fastest implementation possible, so that the supply of daycare places can keep up with the city’s growth.
In the area of rising rents, we GREENS are committed to ensuring that the City of Leipzig quickly and consistently implements legally available means such as milieu protection statutes, fixed rents, or the construction of social housing.
Nach den Ereignissen in Chemnitz letztes Jahr ist der Ruf Sachsens vor allem in Bezug auf seine Weltoffenheit für viele Leipziger, Deutsche und Menschen in anderen Ländern schlechter geworden. Was werden Sie tun, um Sachsens Ruf in dieser Hinsicht zu verbessern?
After the events in Chemnitz last year, Saxony’s reputation has deteriorated for many Leipzigers, Germans and people in other countries, regarding especially its openness to the world. What will you do to improve Saxony’s reputation in this respect?
Schmidt: Wir Leipzigerinnen und Leipziger können stolz auf die gelebte Weltoffenheit unserer Stadt sein. Leipzig ist damit Vorbild für Vielfalt und Toleranz für ganz Sachsen. Wir setzen uns dafür ein, dass die Stadt für migrantische Selbstorganisationen eine verlässliche Partnerin wird. Mit uns finden sich Wege und Möglichkeiten, Migrant*innen aktiv an der Stadtpolitik zu beteiligen.
Konsequent, mutig und gewaltfrei setzen sich Leipziger*innen für eine vielfältige und bunte Demokratie ein. Dass sich der Einsatz lohnt und weiterhin notwendig ist, haben die vergangenen Jahre gezeigt. Indem wir unser Engagement für eine offene, solidarische und emanzipierte Gesellschaft weiter ausbauen, stärken wir das andere Sachsen.
We Leipzigers can be proud of our city’s practiced cosmopolitanism. Leipzig thus is a model of diversity and tolerance for the whole of Saxony. We are committed to making the city a reliable partner for migrants’ organizations. With us, ways and possibilities will be found to let migrants actively participate in the city’s politics.
In a consistent, courageous and non-violent manner, Leipzigers are committed to a diverse and colorful democracy. The past few years have shown that the commitment is worthwhile and still necessary. By further expanding our commitment to an open, solidarity-based and emancipated society, we are strengthening the other Saxony.
Weyh: Zunächst setze ich mich dafür ein, dass Leipzig eine weltoffene Stadt bleibt. Wir GRÜNE treten in der Stadt konsequent für Weltoffenheit und Toleranz ein und sind dafür eine laute und präsente Stimme. Mit einem starken grünen kommunalen Wahlergebnis wollen wir rassistischen oder diskriminierenden Tendenzen in der Stadt entgegentreten. Im Kommunalwahlkampf werde ich mit Freuden Weltoffenheit leben und dazu mit den Menschen in Gespräche kommen.
Für Sachsen wird es dann wichtig sein, konsequent für Toleranz und Weltoffenheit einzutreten und mit vielen GRÜNEN Abgeordneten in den nächsten Sächsischen Landtag einzuziehen.
First of all, I’m committed to ensuring that Leipzig remains a cosmopolitan city. We GREENS consistently stand up for cosmopolitanism and tolerance in the city and are a loud and present voice for that. With a strong green municipal election result, we want to oppose racist or discriminatory tendencies in the city. In the municipal election campaign, I will be happy to live cosmopolitanism and talk with people about that.
For Saxony, it will then be important to stand up consistently for tolerance and cosmopolitanism and to enter the next Saxon State Parliament with many GREEN deputies.
Klimawandel trifft jeden Ort. Können Sie kurz erläutern, was Ihre Meinung zur aktuellen regionalen Klimapolitik ist?
Climate change affects every place. Can you briefly explain what your opinion is on current regional climate policy?
Schmidt: Ziel der Bundesregierung ist eine Reduktion der Treibhausgas-Emissionen um mindestens 40% bis 2020, 55% bis 2030, 70% bis 2040 und 80 bis 95% bis 2050 jeweils gegenüber 1990. Das soll insbesondere durch den Ausbau erneuerbarer Energien erreicht werden. Allerdings können die Klimaziele nicht erreicht werden, wenn im Rahmen der Energiewende nicht auch die Wärmewende vorangetrieben wird.
Mehr als die Hälfte des Endenergieverbrauchs in Deutschland entfällt auf Wärmeanwendungen (54%). Der Wärmesektor ist für jährlich rund 26% der gesamten deutschen Treibhausgas-Emissionen verantwortlich. Vor diesem Hintergrund trägt die Forderung einer grünen Fernwärme zur notwendigen Wärmewende bei. Mit der Ankündigung des Ausstiegs aus dem Fernwärmebezug vom Kraftwerk Lippendorf sendet Leipzig genau das richtige klimapolitische Signal, denn ein schneller Ausstieg aus der Kohleverbrennung ist möglich und richtig! Denn es ist klar: Die weltweite Energiewende muss in den Regionen entschieden und gestaltet werden.
Weitere klimapolitische Ziele, die die Stadt Leipzig beeinflussen kann und soll, ist eine nachhaltige Verkehrswende hin zu umweltfreundlichen und lokal emissionsfreien Antrieben sowie eine Stadtentwicklung, die eine deutliche Begrünung der Stadt durch mehr Bäume, Hecken, grüne Dächer und Fassaden vorsieht.
The Federal Government’s goal is to reduce greenhouse gas emissions by at least 40% by 2020, 55% by 2030, 70% by 2040 and 80 to 95% by 2050 compared to 1990. This is to be achieved, in particular, through the expansion of renewable energies. However, climate goals can’t be achieved unless heating system transformation is equally driven forward within the framework of energy system transformation.
More than half of the final energy consumption in Germany comes from heating uses (54%). The heating sector is responsible for over 26% of total German greenhouse gas emissions annually. Faced with this background, calling for green long-distance heating contributes to the necessary heating system transformation. With the announced exit from procuring long-distance heat from the Lippendorf power plant, Leipzig conveys exactly the right signal in terms of climate policy, because a quick exit from coal combustion is possible and right! For it’s clear: The global energy system transformation must be decided on and shaped in the regions.
Further climate policy goals that the City of Leipzig can and should influence are a sustainable transport system transformation towards environmentally friendly and locally emission-free engines as well as urban development that involves a clear greening of the city with more trees, hedges, green roofs, and facades.
Weyh: Der Klimawandel betrifft zum einen jeden Ort und kann nur gemeinsam von allen Menschen noch geändert werden. Ich möchte die vorhandenen Bemühungen der Stadt Leipzig im Bereich Klimaschutz deutlich verstärken und ausbauen. Dazu zählen die meisten Politik- und Lebensbereiche wie Verkehr, Bau, Grünflächen, Landwirtschaft, Naturschutz, Stadtplanung und viele mehr. Die Belange des Klimaschutzes müssen unser städtisches Handeln immer konsequent leiten.
Climate change affects, on the one hand, every place and can only be changed jointly by all humans. I’d like to clearly strengthen and expand the existing efforts of the City of Leipzig in the area of climate protection. These include most areas of politics and life such as transport, construction, green spaces, agriculture, nature conservation, urban planning, and many more. The needs of climate protection must always consistently guide our urban actions.
Wie sehen Sie Leipzig und Sachsen im Jahr 2040?
How do you see Leipzig in the year 2040?
Schmidt: Ich wage mal einen optimistischen Blick: Ich wünsche mir, dass wir das beschlossene Mobilitätskonzept dann schon seit über 10 Jahren umgesetzt haben, der Modal Split sich ganz bedeutend zugunsten des ÖPNV und des Radverkehrs gewandelt hat. Viele ehemals große Straßen wie beispielsweise der Leipziger Innenstadtring sind wesentlich stärker als noch in den 2010er und 20er Jahren zu grünen und für die vielfältigen umweltfreundlichen Mobilitätsangebote geeigneten Aufenthaltsflächen umgewandelt worden – sind keine rein autogerechten Straßen mehr. Der fahrscheinlose ÖPNV, an dem sich jede und jeder gern beteiligt, ist nicht mehr wegzudenken. Gründächer inkl. Photovoltaik-Anlagen finden sich auf sämtlichen Häusern. Dank der mittlerweile seit vielen Jahren praktizierten vertikalen Nutzungsmischung beim Bau neuer Gebäude finden sich in Leipzig Geschäfte, Wohnungen, soziale Einrichtungen, Büros und auch Freizeitangebote in kurzer Distanz – wir haben die Stadt der kurzen Wege realisiert.
Autos für die individuelle Nutzung, wie wir sie noch 2019 in Massen und meist nur mit einer einzigen Person drin auf Leipzigs Straßen hatten, gehören im Wesentlichen der Vergangenheit an und wurden durch einen intelligenten Mix aus Massenverkehrsmitteln, On-Demand-Bussen und einem ausgeprägten Radwegenetz für diverse kleine individuelle elektrische Verkehrsmittel abgelöst. Rund um die Stadt wurde die konventionelle Landwirtschaft in wesentlichen Teilen auf Öko-Landwirtschaft umgestellt. Kinder und Jugendliche kommen mit den Herausforderungen der Digitalisierung besser zurecht, weil sich das Schulsystem mittlerweile deutlich weiterentwickelt hat und auch die Unterstützungsangebote für Kinder, Jugendliche, angehende Eltern und Familien in hohem Maße bedarfsgerecht ausgebaut und gestärkt wurden.
I dare an optimistic view: I hope that by then, we’ll have been implementing the adopted mobility concept already for more than 10 years, and that the Modal Split has shifted very significantly in favor of public transport and cycling. Many formerly large streets / roads such as Leipzig’s inner-city ring have been converted much more strongly than in the 2010s and 20s into green areas to spend time in, suitable for the many environmentally friendly mobility options – they’re no longer purely car-friendly streets / roads. It’s hard to imagine life without ticketless public transport, in which everyone likes to take part. Green roofs including photovoltaic systems can be found on all houses. Thanks to the vertical mix of uses that has now been practiced for many years in the construction of new buildings, Leipzig has shops, apartments, social facilities, offices and leisure places within short distance – we have made the city of short ways come true.
Cars for individual use, as we still had them in 2019 on Leipzig’s streets en masse and mostly with only one person in them, are essentially a thing of the past and have been replaced by an intelligent mix of means of mass transport, on-demand buses, and a developed bike path network for various small individual electric means of transport. Around the city, conventional agriculture has in essential parts been converted to organic farming. Children and young people cope better with the challenges of digitization, because the school system has meanwhile developed considerably, and support services for children, young people, parents-to-be and families have also been expanded and strengthened to a large extent that meets the demand.
